Environmental Engineer
ASRC Federal is seeking an Environmental Engineer located at Cape Canaveral Space Force Station. This position involves positive interaction among CLOIS employees and customers. Requires moderate oral presentation skills and writing expertise. The Environmental Field Engineer is required to review be familiar with and knowledgeable, of Federal, State, local and Air Force regulations to determine policy, execute activities or procedures and training relevant to the CLOIS contract. Focus areas include spill response and cleanup, air emissions, aboveground storage tanks and hazardous materials/waste.
- Monitor and maintain primary data gathering and reporting for the air emissions program. Follow CLOIS contract requirements and customer regulatory obligations to collect, record and report air emissions information. Supports or actively engages in initiating and updating data within the APIMS database.
- Actively engage CLOIS contract requirements for Aboveground Storage Tank (AST)/Spill Prevention Counter Measures and Control (SPCC) Program. Coordinate, manage and maintain all inspection records, regulated tank binders and corrective maintenance actions records. Maintain spreadsheets on the Engineering Environmental shared drive. Coordinate all tank related activities conforming to UFC 3-460-03, STI SP001, 031, API 653, 570. Initiate, review and or coordinate customer requests or removal from service requests through the Delta 45 AST/ SPCC manager via their support contractor. Provide maintenance oversight and assistance to NASA tank operators and managers on AF property; provide courtesy pre-inspections before state or county regulatory inspections. Manage and maintain SPCC inventories, site binders, rain-drain logs for AST’s, Cape transformers and drum storage areas holding 55 gallons or greater of hydrocarbon based commodities or wastes. Ensure all CLOIS facilities managing Flammable Storage Lockers, waste sites; field vehicles and mobile generators, searchlights, light-all assets are equipped with tailored spill kits and portable secondary containment units when deployed.
- Actively engage CLOIS contract requirements for the ESOHMS/ EMS Program. Maintain the Environmental Management System (EMS) Stage I checklist repository and database, conducts quarterly field site inspections and maintains inventory, notifies the Environmental Manager when trending or non-compliance issues surface, provides alternative economically sound and effective measures and solutions to mitigate contract risk. Uploads, manages, maintains and documents Management Action Plans (MAPS) provide justification for project funding, corrective actions and finding closeout to the Management Internal Control Toolset (MICT) web site as required. Acts as the focal point to all CLOIS shop entities for work center or process issue relational to the EMS.
- Actively provide general NEPA advice for incoming work requests.
- Provide general support of P2 / Recycling Program. Work with the customer Pollution Prevention (P2) Recycling Program Manager, environmental support contractor to identify/ map P2 strategies, which result in source reduction, waste minimization, duplication of effort and excessive Hazardous Material procurement. Leads efforts within CLOIS to identify and implement opportunities to divert products such as lead acid batteries, plastics, wooden pallets, paper products and electronics from the solid waste stream. Compile statistical analysis and generate reports as required to meet Space Force Data Deliverable requirements. Support CLOIS requirements toward Solid Waste. Track and maintain records for contract generated construction and demolition (C&D), street sweepings, other categorical wastes and recyclable commodities. Conducts field accumulation site inspections, maintains diversion records; disposal records and cost data for contract and quarterly metrics reporting. Ensure all operational requirements; reports and training are appropriately addressed. Coordinate preparations, activities and interaction with Federal, State, local or Air Force regulators during inspections.
- Support Sustainable Acquisition (Green Procurement Program). Follow requirements as defined in RCRA Section 6002 and Executive Order 13423. Coordinate and lead efforts with CLOIS Logistics, engineering design and purchasing elements, to ensure alignment with EPA comprehensive guidelines mandating specific percentages of recycled-content, bio-based alternatives, sustainable and renewable resourcing products and materials are given purchasing priority. Compile statistical analysis and generate reports as required to meet Space Force Data Deliverable requirements.
Requirements:
- Bachelor’s Degree in Environmental Engineering is desired, or related engineering field plus two (2) years to four (4) years of relevant field experience in a multi-discipline industrial or military environment. Equivalent education/experience is applicable.
- Valid state of Florida drivers’ license.
- EESOH-MIS training for program overview and program access desirable.
- Must possess good organizational skills, be computer literate, work well with Microsoft Office programs.
- Forty-hour HAZWOPER training is required.
Work Environment:
This position’s work environment includes a controlled office setting. Field work required to visit common building, or remote sites associate with an active military installation. Potential exists to experience low to moderate levels of noise for short periods of time.
Physical Demands:
Stair climbing is involved for office access. Field impediments may include walking though ankle to knee-high grass; some walking may include hard surface or extremely soft sand. Exposure to Insects is common out of doors and potentially dangerous indigenous wildlife can be encountered in remote sites.
