ASRC Federal AFSS is a premier provider of systems engineering, software engineering, system integration and project management services for real-time, mission-critical defense systems. We are seeking a Resource Analyst - All Levels to support upcoming positions on a NASA contract in Greenbelt, MD.

Responsibilities: 

  • Provide Resources/Financial support in the areas of budget planning and execution, monitoring contracts and task orders for cost trending analysis. Work with project team members to review planned vs. actual funding status and provide monthly status reports.
  • Budget planning and execution responsibilities include participation in Program Planning and Budget Execution (PPBE) and Phasing exercises. Individual will fund labor, procurements, project contracts, and task orders using the approved PPBE and Phasing plans.
  • Monitoring contracts and task orders to analyze project costs. This includes using the Center’s Contractor Cost Reporting (CCR) tool to input and review monthly 533 cost data, evaluating funding data in the Contractor Resources Tracking System (CORTS) for Service Pool Contracts, comparing planned versus actual cost data to track variances to ensure costs do not exceed planned funding levels, and providing management with trending analysis reports.
  • Review, verify, and analyze project contracts and task orders cost data for consistency with financial and project objectives. Monitor and track the progress of the financial activities.
  • Interface with Financial Managers and coordinate with EVMS Leads, Schedulers to ensure EVMS requirements for project reporting are implemented and maintained.
  • Prepare straightforward estimates of future requirements based on historical data and task monitor inputs.
  • Verify, audit, and evaluate total project estimates using cost actuals and analyst developed formulas.
  • Summarize factual narrative information and quantitative data for monthly commitment, obligation, and process cost status reports, as well as a variety of complex payment reports.
  • Use Reimbursable Budget Execution Tool (R-BET) and Funds Control to move project funds to assigned Work Breakdown Structure (WBS) in order to fund project contracts, tasks, labor, and procurements. Create Purchase Requisitions (PRs) and fund non-cost pool contracts via Systems, Applications, and Products in Processing (SAP). Commit and obligate funds on cost-pool contracts using CORTS.
  • Develop, manage, and report project financial data using the new Business Objects (BOBJ) Analysis for Office or Online Analytical Processing (OLAP) tool including but not limited to monthly SN standard reports, reports for developing Center Monthly Status Report (MSR), and ad hoc reports requested by management and team members.
  • Work with other NASA Centers and Federal Agencies to ensure that transferred funds are committed, obligated, and costed based on project requirements.
  • Compliance with NASA and Goddard regulations and procedural requirements is mandatory.
  • Review, Approve, and Track reprogramming’s. 
  • Additional duties as assigned.

 

Requirements:

  • Must have advanced Microsoft Excel skills, including pivot tables, macros, and linking spreadsheets.
  • Experience with GSFC Financial Systems, including SAP, BOBJ, Contractor Cost Reporting System, R-BET, Funds Control and CORTS is desired.
  • Knowledge of Earned Value Management concepts and Guidelines.
  • Some experience with Microsoft Word, PowerPoint, Microsoft Project and Encore Analytics Empower is also desired.
  • Must have the ability to multi-task and experience with successfully accomplishing responsibilities within a team in a fast-paced environment and interface successfully with business personnel and technical leads as well as personnel at varying levels of management.
  • Strong organizational skills and attention to detail.
  • Should possess strong analytical, interpersonal and communication skills as well as having the ability to manage time and meet the many reporting deadlines.
  • Willingness to travel to vendor locations to support project and business management meetings and reviews as required.
  • Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job.

 Education and Experience:

  • Bachelor’s degree and varying years of experience. This is a general requisition for consideration future opportunities.
