ASRC Federal AFSS is a premier provider of systems engineering, software engineering, system integration and project management services for real-time, mission-critical defense systems. We are seeking a Student Program Manager Analyst to support a NASA contract in Greenbelt, MD.

 

Job Description:

The Code 600 Student Program Manager Analyst will support the Science and Exploration Directorate (SED) Chief for Higher Education’s efforts to provide student program support for all students in Code 600, especially during the summer months. This role will also support the SED Chief for Higher Education’s efforts to create and maintain a current and historical data base of NASA Post-Doctoral Program (NPP) Fellows, applicants, and NPP research opportunities. 

 

Summary Duties and Responsibilities:

 

Code 600 Student Program Support

  • Lead effort to create a comprehensive listing of all students, mentors, and student projects in Code 600 so all students can be informed and invited to participate in student enhancement efforts. Aggregate student, mentor, and project data from OSTEM, Space Club Scholar Program (SCSP) and a Code 600 student specific data collection effort (i.e., information about students, their mentor and project, not on OSTEM and SCSP lists) to create comprehensive list.
  • Work with Goddard Space Flight Center (GSFC) OSTEM office to obtain, collect, and track project data from OSTEM & SCSP and aggregate with additional Code 600 unique mentor and project data (e.g., valid Intern Mentor Responsibility document and project questionnaire). Use these data to enable approval and track the approval of project submissions. Work with mentors of all students to provide required Code 600 unique mentor and project information. Aggregate these data for ease of tracking and usage.
  • Work with scientists in Code 600 to submit internship opportunities within the OSTEM and SCSP systems and remind scientists as needed the timelines for project submission, student selection, funding deadlines, and request for IT resources established by the OSTEM office.
  • Responsible for revisions of the Intern Mentor Responsibility document and the Intern Questionnaire. 
  • Lead the Student Research Collaborator and Student Research Assistant program; assess student eligibility, on-board /off-board students, coordinate with OSTEM office to sponsor ID.  Log and track all participants in a spreadsheet with information about student, mentor and project as in other student programs (OSTEM and SCSP).
  • Code 600 Student Program Enhancements are offered to all students in Code 600: those participating in the OSTEM and SCSP and those participating through another approved mechanism.
    • Serve as the primary point-of-contact for Code 600 unique summer student program enhancements.  
    • Manages the day-to-day logistics of the Code 600 unique summer program and track those efforts as part of the assessment and evaluation efforts. 
    • In this role, develop, plan, and execute enhancements to the OSTEM and SCSP for students in the sciences that focus on exposure to GSFC facilities, careers and career paths, and development of soft skills necessary for a professional career (e.g., development of human networking skills, information interviews, presentation skills, etc.) using high-engagement and active-learning sessions.
    • Leads, designs, and implements an end-of-summer assessment and evaluation with program participants (students, mentors, stakeholders). Use this data-driven approach to identify areas needing improvement and make suggestions for improvement. 

 

NPP Database (DB) Support

  • NPP DB software system: testing of new releases, report general bugs and contributes suggestions for improvements and enhancements.
  • Prepare applicant data for load into NPP applicant data base (i.e., convert to data scale and format used in NPP data base; create derived data fields), load data, then migrate data for those issued offers to the Fellow data base.
  • Assists with the creation of specialized charts and tables using data from the NPP database and national databases of postdoctoral and graduate student employment/enrollment in the physical sciences.
  • Create GSFC internal NPP website with program information, available to anyone at GSFC.  Website provides current and historical program information, including information about current and previous Fellows and the research they did while an NPP Fellow at GSFC.
  • Document processes, procedures, and workflows.
  • Assist Center Rep in tracking Fellow’s renewals and funding for lab funded fellows.  Responding quickly to address bottlenecks.

 

Requirements:

  • STEM or academia/educational experience is desired.
  • Experience participating in or supporting a NASA internship program in the past would be a plus.
  • Excellent written, verbal, and interpersonal communication skills. Ability to quickly understand and explain technical concepts to a variety of audiences.
  • Needs to be a people person, energetic, and a great team player.
  • Outgoing and engaging personality suited for handling social engagements and interacting with everyone from upper-level managers to classes of students.
  • On-site office presence at least 3 days per week and for all key events; 5 days per week required during the summer program months (June, July, and August).
  • Proficiency in MS Office with an advanced level of proficiency in Excel (complex spreadsheets and formulas, pivot tables, data sorting and reporting, charts/graphs, etc.), and PowerPoint.
  • Strong analytical skills are required. Familiarity with data visualization tools is a plus.
  • Must demonstrate ability to manage time efficiently and meet strict deadlines.
  • Strong sense of urgency, self-initiative and problem-solving skills.
  • Demonstrate a high degree of accuracy, organization, exceptional attention to detail, and high productivity.
  • Able to manage, track, and report progress on multiple projects and identify and communicate potential issues.
  • Ability to research information independently, develop process improvements, and provide insightful and meaningful information from data.
  • Strong capability to learn new software tools and systems quickly and independently.
  • Experience with databases and data extraction and/or communicating technical issues to system administrators is preferred.
  • Ability to work independently to complete tasks with limited guidance and in a team.
  • Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job.

 

Education & Experience:

  • Bachelor's degree in education, communication, or science and 5-7 years of experience or equivalent experience lieu of degree.
