Data Analyst

ASRC Federal is seeking a Data Analyst to support Development Testing and Evaluation (DT&E) platform.

Our program supports the Defense Health Agency's mission to deploy industry-leading solutions by providing a full range of business, operational, and technical work streams for the Program Executive Office (PEO), Defense Healthcare Management Systems (DHMS), and the associated Program Management Offices. The Data and SharePoint Analyst will work with the Test Services Director in the advancement of the Development Testing & Evaluation Platform’s strategic needs with a focus on data & information accessibility.

The Data Analyst will be responsible for data pulls, cleaning, manipulation, and integration; will develop and maintain workflows and dashboards that improve visibility of the testing platform’s output and adherence to standards. This position will automate as much of the data pulling, cleaning, manipulating, integration, and reporting as possible. In addition, this position will engage with leaders across the broader organization to ensure they’re getting the right data of the right quality at the right time, as well as with software testing employees to ensure understanding of the data and support compliance with data recording and reporting policies and best practices.

Work location is Washington, DC metro area (at least 1x / per quarter); Remote.

Responsibilities:

The Data Analyst should exercise critical thinking skills to understand the reason they are performing the requested work and to then identify adjustments that may be made to the request to deliver a better outcome. They must also be able to work independently; prioritize responsibilities; develop informed recommendations; and work in feedback-oriented environment. They must also perform special projects as assigned.

Data pulls, cleaning, manipulation, and integration

• Identify and download correctly filtered and organized sets of data from a variety of sources in Jira (with plug-ins like Zephyr Scale and Xray), Jazz, Metronome, and other Software Development Lifecycle (SDLC) and Software Testing software packages
• Clean, adjust, and integrate data from multiple sources to ensure the data accurately reflects reality and can provide wholistic pictures using Excel, SQL, Python, and/or Alteryx

Develop new data visualizations, maintain & improve existing data visualizations

• Help assess critical information and questions to answer with data, provide input to the appropriate metrics to use, and design appropriate dashboards to share necessary data
• Develop the dashboards according to the design within Jira, PowerBI, Excel, and/or PowerPoint as appropriate
• Maintain, adapt, and/or improve dashboards as requirements change or become better understood

Automation and process improvement

• Develop workflows to streamline and automate data pulling, cleaning, manipulation, and integration tasks
• Automate updating of dashboards
• Recommend workflow changes up & downstream for data capture, pulling, cleaning, manipulation, and reporting tasks that can simplify or reduce the work required to provide accurate data
• Provide input / author Standard Operating Procedures (SOP’s) to codify best-practices for data capture, pulling, cleaning, manipulation, and reporting

Engage senior leaders

• Join discussions / workshops to assess, refine, and capture leadership information requirements
• Iterate as appropriate with leaders on dashboards and other reports to ensure their needs are met
• Act as a subject matter expert on software test data and reporting to help leaders assess their needs

Engage software testing staff

• Work with software testers to understand their actual workflows, activities, and pain points to inform best-practice SOP’s and procedures
• Train / ensure workforce understands correct procedures so that data can be reported accurately according to the types of information leaders need to make decisions

Requirements:

• Proficient in Excel
• Jira or similar SDLC software package experience
• Python and SQL experience or compatible tools
• Power BI (or similar experience with ability to learn Power BI) experience
• Knowledge & experience of Software testing & workflows, especially modern methods like DevSecOps, CI/CD, etc.)
• Excellent verbal and written communication skills; capable of tailoring complex concepts in a clear, concise, unambiguous, engaging, and convincing manner to junior and senior audiences
• Ability to learn new technology systems quickly
• Ability to think strategically and participate in strategic development
• Must be able to periodically join team live in Chantilly, VA and Washington D.C.
• Experience in Healthcare, especially in medical coding and informatics is preferred
• Experience working in the Department of Defense; experience in other large institutions or businesses may also qualify in lieu of DoD experience
• US Citizenship is required and able to receive a Public Trust and associated background checks
