Summary: ASRC Federal is seeking a temporary Deputy Program Manager to help the logistical support of the Federal Law Enforcement Training Center in North Charleston, South Carolina.

 

Job Duties and Responsibilities:

  • In the absence of the Program Manager, serves as the Program Manager with all required responsibility and authority of the Program Manager position
  • Holds full authority for contract operations as related to:
    • Day to day operational performance
    • Resource Management
    • Customer Relationship Management
    • Procurement Management
    • Employee Performance Management
    • Employee Awards and Recognition
    • Supports the Program Manager in making decisions to Hire, Fire, and/or Transfer employees
    • Supports the Program Manager in training, promoting and disciplining employees
    • Represent the Program Manager at partner meetings with FLETC staff and partner agencies
  • May direct and oversee team leads, supervisory and subordinate personnel assignments and activities to ensure program operations success
  • Interact and collaborate with all corporate senior management and shared services personnel
  • Measures/assess customer satisfaction
  • Follows up with customers, in coordination with Program management, to ensure that customer satisfaction regarding contract performance
  • Addresses customer complaints in a timely manner, and communicates status back to the customer on outstanding issues; at a frequency that is desired by the customer
  • Monitors performance of managers/supervisors; submission of required reports; contract data requirements; financial performance; and prompt resolution of performance issues
  • Leads the workforce in partnering with customers to continuously improve performance and business relations
  • Conducts briefings and participates in meetings for internal and external stakeholders for program operations
  • Responsible for compliance and delivery of services as defined by the contract performance objectives
  • Reviews and approves contract modifications, approves budget implementation, approves requisitions and project execution
  • This is an on-call position responsible for responding to the customer during and after duty hours
  • As directed by the Program Manager, author and/or contribute data to the Monthly Program Review
  • Oversees and manages all activities involving QC and compliance with applicable regulatory requirements; conducts audits; and reviews and analyzes data and documentation
  • Identify areas for process and continual improvements with the goal of having all facility and regulatory policies and procedures documented, implemented and communicated.
  • Create & review written policies & procedures related to the implementation and maintenance of the Quality Management System activities.
  • Identify compliance issues that require follow-up or investigation.
  • Perform root cause analysis & implementation of corrective action for process related concerns.
  • Monitor operations to ensure that staff members comply with administrative policies and procedures, safety rules, union contracts, and government regulations
  • Inspect/evaluate workplace environments, equipment, or practices to ensure compliance with safety standards and government regulations.
  • Performance evaluation and merit analysis for all exempt employees on the contract
  • Essential Personnel responsible to help manage in the event of inclement weather (hurricanes, flooding, et al), plague, government closure, or disruption of funding from the customer
  • Perform other duties as assigned

Requirements:

  • Bachelor's Degree or 4 years of relevant experience.
  • Shall possess at least three (3) years of recent (within the past 10 years) responsible experience in the management and supervision of adult education resident facilities including facility operations maintenance, food services, housekeeping and human resources at facilities having the approximate size, characteristics and service mix as the FLETC Complex.
  • Shall have proficiency in oral and written communications in English.
  • Shall have basic computer skills to include the ability to input data into the system and generate various reports and correspondence as required.
  • Shall have specific experience in managing a variety of student support services including postal services, courier services, roleplayer services, motor pool, warehouse operations, and audio visual/computer lab management is mandatory.
