Deputy Operations Manager
ASRC Federal NetCentric Technology, LLC is seeking an Deputy Operations Manager to support ongoing activities on the Kirtland AFB Engineering Operations Services (KEOS) contract in Albuquerque, New Mexico. KEOS is a base maintenance/operations support-type contract, also known as BMC or BOS.
Job Summary:
The Deputy Operations Manager works directly for the Operations Manager to lead and manage over 160 employees on the KEOS team in the maintenance and repair of facilities and infrastructure across Kirtland AFB (KAFB).
Duties and Responsibilities:
- Provides leadership and management in accordance with applicable laws, company policies, and contractual requirements to provide for and facilitate the success of the functions of customer service, material management, and the maintenance, restoration, and replacement of base facilities and infrastructure systems.
- Submits required reports; fulfills contract data requirements; monitors financial performance; and assists in prompt resolution of performance issues.
- Assist in overseeing union-represented, SCA, and exempt staff to deliver on contractual requirements across the Operations team.
- Serves as backup for the Operations Manager as liaison between the company and customer stakeholders.
- Works with the Quality Control team to ensure quality standards are applied to all levels of the work and measured for effectiveness; enforces organizational standards.
- Partners with customers to continuously improve performance and business relations.
- Conducts briefings and participates in meetings for internal and external stakeholders.
- Responsible for compliance and delivery of services as defined by the contract Performance Work Statement and specifically, the performance objectives contained within.
- Works closely with Business Manager to manage budgets for labor, material purchases, and overtime and informs leadership of funding status and any forecasted shortfalls or overruns.
- Performs critical support in base exercises and for real-world responses as an essential member of the Emergency Operations Center.
- This is an on-call position responsible for responding to the customer and reporting on-site during and after duty hours.
Minimum Requirements:
- Bachelor's degree in program management, engineering or engineering technology, facility maintenance, or construction management or related field.
- Minimum five years’ experience in facility maintenance, construction, repair, and operations at a US military installation, other government agency, or similar size and scope facility complex/campus.
- Minimum one year experience in a managerial role.
- Experience providing excellent customer service in supporting contract responsibilities.
- Proven ability to work in a fast-paced environment handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules and under pressure of deadlines while maintaining performance standards.
- Strong analytical capabilities with respect to metrics and process improvement.
- Ability to create presentations and brief senior-level customers and stakeholders.
- Ability to motivate and lead diverse teams in service delivery and personnel management.
- Experience building and managing relationships with a variety of cross-functional partners.
- Ability to effectively manage in a union environment.
- Must be able to pass a drug screen.
- Must be a US citizen and currently possess or be able to obtain/maintain a U.S. government-issued security clearance.
- Be proficient in using Microsoft Office 365 software suite and Adobe Acrobat Pro.
- Must maintain a valid US driver's license.
Preferred Qualifications:
- Minimum of seven years' experience with Department of Defense Civil Engineering or Public Works equivalent in facility maintenance, repair, and operations, to include a minimum of one year experience directly managing/supervising within such a unit.
- Knowledge of USAF Civil Engineer project closeout procedures, preventive maintenance, construction and repair methodology and processes, and familiarity with Air Force Civil Engineering guidance, rules, and regulations.
