FINANCE AND BUDGET DIRECTOR

Under the direction of the Auditor, The Finance and Budget Director assists with developing and maintaining accounting procedures in accordance with general accounting practices and all required laws, regulations, and policies. This position manages the county’s financial status to meet public goals and objectives within governmental regulatory requirements. This position is not covered as defined by the Board of Commissioners of the County of Allen Employee Handbook.
ESSENTIAL FUNCTIONS:
- Creates budget projections of revenue and expense forecasts for the annual budget process, along with monthly budget analysis reports for the county fiscal body.
- Establishes and manages the county budget schedule, process, and department accountabilities for the budget process. Complies with local, state, and federal laws, regulations, and accounting practices.
- Trains and provides guidance to all departments on budget and finance operations.
- Communicates budget status with all county departments.
- Coordinates with the Department of Local Government Finance (DLGF) at all levels of the budget process.
- Responsible for all state and federal financial reporting, annual cash reporting as mandated by the state, Generally Accepted Accounting Principles (GAAP) financial statements in accordance with Governmental Accounting Standards Board (GASB), impromptu reports, and serving as liaison to external auditors.
- Responsible for directing staff on accounting and payroll functions within Allen County Government through recruiting, training, and monitoring performance in conjunction with review of month-end and year-end processing, payroll tax forms, monthly retirement contributions, and other crucial processes.
- Implements and monitors electronic financial processes and procedures and conduct audits for compliance.
- Monitors and complies with all law and other regulatory changes. Responsible for administration of accounting and payroll software including user set up, maintenance, and all software upgrades.
- Monitors and compiles capital asset information for Allen County Government for inclusion in the financial reports and ensures compliance with county policy and GASB.
- Administers all grants within the county by coordinating all data to ensure compliance with grant agreements and compilation of federal Schedule of Expenditures of Federal Awards (SEFA) for the annual audit.
- Distributes disclosures to SEC and/or Federal Government required for bond agreements, amortization of any discount or premium, and compiles financial information with supporting documentation as required for new issuance.
- Trains county employees on payroll and finance and budget operations and software.
- Performs all other duties as assigned, including additional hours as needed.
REQUIREMENTS:
- Bachelor Degree in Accounting, Finance, or related field
- Must maintain and keep in good standing a Certified Public Accountant (CPA)
- Must possess 5 years’ experience in accounting, auditing, finance, public finance, and related fields
- Ability to compile, analyze, and oversee all financial reports and accounting developments
- Must possess a working knowledge of local government accounting structure, processes, procedures, and GAAP
- Ability to oversee payroll, accounts payable, accounts receivable and grant administration for the entire county
REQUIREMENTS (Cont.):
- Strong verbal and written communication skills to communicate daily through various mediums with all departments
- Knowledge of administration, payroll regulations, withholding requirements, health benefits, W-2 reporting, financial regulatory requires, and 1099 reporting
- Ability to use Accounting Software, Microsoft Office, and other work related software
DIFFICULTY OF WORK:
The Finance and Budget Director performs work that requires extensive judgement when creating financial reports that meet local, state, and federal requirements. The Finance and Budget Director performs work with many complex variables when monitoring and complying with all regulatory changes.
RESPONSIBILITY:
The Finance and Budget Director provides major contributions when establishing and managing the budgeting schedule for Allen County. Decisions and recommendations on personnel and budgetary decisions are reviewed for compliance with the Auditor’s office policy and local, state, and federal laws.
PERSONAL WORK RELATIONSHIPS:
The Finance and Budget Director maintains frequent contact with other county employees, state and local governmental employees, and the general public regarding all aspects of the Auditor’s office.
WORKING CONDITIONS:
The Finance and Budget Director works in a standard office environment with the ability to move around freely requiring frequent sitting and very frequent typing, proofreading, attention to detail and detailed inspection. Some lifting of up to 20 pounds, bending, pushing/pulling loads, reaching overhead, and kneeling is required. Frequent mental/visual effort and typing are to be expected.
SUPERVISION:
Responsible for the supervision of two subordinate supervisors and three non-supervisory employees including training, reviewing employee work and performance, counseling employees, and recommending disciplinary and hiring decisions.
LICENSING:
Must maintain and keep in good standing a Certified Public Accountant (CPA)
