Under the direction of the Highway Director, the Fleet Manager oversees the purchasing, maintenance and the safe operation of the Allen County Highway’s fleet of vehicles and equipment, consisting of over two hundred pieces of motorized equipment.  The Fleet Manager is responsible for supervising employees and building maintenance at both the North and South Barn locations. This position is not covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.

ESSENTIAL FUNCTIONS:

 

  • Responsible for performing and/or directing others to perform routine maintenance on equipment.  Determines when and what type of maintenance is needed. 
  • Tracks depreciated value of equipment.
  • Determines type of tools and equipment needed to complete a job, writing specifications for necessary equipment.
  • Coordinates weekly goals of Chief Mechanic and line employees.
  • Schedules training with vendors for new equipment.
  • Monitors operations to ensure that staff members comply with administrative policies and procedures, safety rules and government regulations.
  • Maintains oversight of both North and South Highway Barns including maintaining buildings and grounds of the maintenance operations in coordination with City and County Maintenance Departments.
  • Interfaces with equipment vendors to assure safety compliance.
  • Schedules fuel blending for different seasons.
  • Tracks fuel consumption and cost control.  Completes oil analysis reports to seek problems.
  • Maintains MSDS, Emergency Action Plans, Hazmats and proper and safe use of tools.
  • Develops and manages the budget for all highway equipment and buildings.
  • Monitors spending to ensure that expenses are consistent with approved budgets.
  • Performs all other duties as assigned, including overtime as required.

 

REQUIREMENTS:

  • Associates Degree in Mechanics or related field and five years experience in heavy equipment repair and supervision
  • Valid Commercial Driver’s License Class B Endorsement
  • Strong computer knowledge including the ability to use Microsoft Office and other job related software including the ability to generate reports and fleet tracking
  • Ability to research specifications for equipment and information on current safety requirements
  • Strong written and verbal communication skills including the ability to instruct employees and compose various memorandums and documents
  • Ability to negotiate prices
  • Thorough knowledge of  maintenance and repair of heavy equipment and trucks

 

DIFFICULTY OF WORK:

The Fleet Manager performs work consisting of complex tasks when overseeing the purchase, maintenance and safe operation of the Allen County Highway’s fleet of vehicles and equipment.  The Fleet Manager works on a variety of heavy equipment and vehicles.

RESPONSIBILITY:

The Fleet Manager is responsible for planning to determine and ensure budgets are met.  A variety of different operations are necessary to complete assignments when interfacing with equipment vendors ensuring safety compliance. The Fleet Manager makes decisions and judgments affecting quality and adequacy of work.

 

WORKING CONDITIONS:

 

The Fleet Manager works in a garage, office and field environment requiring the ability to move around freely with some lifting of sixty pounds, some bending, pushing and/or pulling loads, reaching over head, kneeling, crawling, climbing ladders including frequent typing including transcription and proofreading.  The Fleet Manager requires very frequent attention to detail and monitoring of equipment with some exposure to temperature extremes and chemicals with frequent exposure to dangerous equipment, noise and noxious odors and fumes.

 

SUPERVISION:

The Fleet Manager Director is responsible for supervising one subordinate supervisor and ten non-supervisory employees including hiring, training, evaluating performance and providing corrective discipline.

 

LICENSING:

Valid Commercial Driver’s License Class B Endorsement

 

IMMEDIATE SUPERVISOR:

Highway Director

 

HOURS:

7:00am – 3:30 pm and as needed; 40 hours per week; overtime as required
