Under the direction of the Senior Assessment Team Leader, the Residential Appraisal Deputy is responsible for appraising real property to establish fair and equitable distribution of property tax among individual parcel owners. This position is covered as defined by The Board of Commissioners of the County of Allen Employee Handbook. 

 

ESSENTIAL FUNCTIONS:

 

  • Performs on-site field inspections using specialized tablets and Computer Assisted Mass Appraisal (CAMA) software to evaluate new and existing residential and agricultural parcels.
  • Measures houses and other residential structures including agricultural buildings and exterior yard structures to ensure valuation accuracy. Compares what is on site to data in CAMA system and updates as necessary.
  • Enters data collected into the Computer Assisted Mass Appraisal (CAMA) software system to ensure property characteristics are accurate.
  • Utilizes specialized training and education and technical skills to evaluate and determine construction grade, property characteristics, interior makeup, and condition of property.
  • Performs desktop audits using advanced satellite imagery software to ensure assessment accuracy.
  • Provides excellent written and verbal customer service to taxpayers by answering questions and concerns, explaining the assessment process, and scheduling field checks when there are assessment inaccuracy concerns.
  • Assists with analysis of quality control reports to ensure parcel data is correct for all residential and agricultural parcels.
  • Performs all other duties as assigned, including overtime as required.

 

REQUIREMENTS:

 

  • High School Diploma or GED and one year experience with customer service, data entry, sales transactions or other related experience
  • Ability to obtain and maintain a Level II Indiana Assessor-Appraiser within six months of employment
  • Ability to obtain and maintain a Level III Indiana Assessor-Appraiser within eighteen months of obtaining Level II Indiana Assessor-Appraiser
  • Valid Driver’s License to perform on-site inspections
  • Strong verbal and written communication skills and customer services skills to assist taxpayers with assessment questions and concerns
  • Knowledge and understanding of Indiana Code and Department of Local Government Finance guidelines and deadlines
  • Knowledge of the building process to measure and draw new structures in CAMA system
  • Strong computer skills including the ability to learn and use Microsoft Office and other job related software including CAMA, Eagleview, ARC GIS, and Accela.

 

DIFFICULTY OF WORK:

 

The Residential Appraisal Deputy- Fieldwork must possess comprehension of assessment and apply technical skills when performing field inspections. Work consists of moderately complex, relatively standardized tasks and processes when verifying property characteristics of residential and agricultural parcels.

 

RESPONSIBILITY:

 

The Residential Appraisal Deputy- Fieldwork performs a variety of tasks when measuring dimensions and collecting appropriate data for new construction parcels.  Errors in work are not immediately apparent but are revealed through adverse effects.

 

PERSONAL WORK RELATIONSHIPS:

 

The Residential Appraisal Deputy- Fieldwork maintains frequent contact with other county employees, realtors, and taxpayers regarding physical inspections of residential and agricultural parcels.

 

WORKING CONDITIONS:

 

The Residential Appraisal Deputy- Fieldwork works in the field and a standard office setting and performs on-site inspections requiring frequent standing, frequent walking and some sitting.  Some lifting up to twenty pounds, some bending, pushing and/or pulling loads, reaching over head, kneeling and crawling are required. Frequent typing including proofreading, frequent attention to detail, monitoring equipment and detailed inspection is required.  Some exposure to temperate extremes, noise and noxious odors/fumes occurs.

LICENSING:

Ability to obtain and maintain a Level III Indiana Assessor-Appraiser within two years of employment

Valid Driver’s License to perform on-site assessments

 

IMMEDIATE SUPERVISOR:

Senior Assessment Team Leader - Fieldwork

 

HOURS:

37.5 hours/week; overtime as required
