Under the direction of the Clinical/Cognitive Behavioral Therapy (CBT) Coordinator, The Senior Programs Facilitator / Trainer supervises up to seven (7) Programs Facilitators and oversees the training of new facilitators and assists in the development and implementation of programming in the evidence-based cognitive behavioral programs to ensure the integrity of facilitation of those programs in all facilities. This position is covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.
ESSENTIAL FUNCTIONS:
- Responsible for the direct supervision of up to seven (7) Programs Facilitators at two separate facilities.
- Participates in interviews, hiring, disciplinary actions and termination of division staff.
- Manages and provides expert support in the activities of training and monitoring the fidelity in application of Motivational Interviewing skills and Cognitive Behavioral Treatment application by all Programs Facilitators in the practical daily setting of program participant supervision.
- Researches new evidence-based programs and/or information to update and improve current programs in use and assists in the development of policies and procedures for each program, ensuring staff compliance.
- Oversees the implementation of evidence-based CBT programs for all supervised and unsupervised participants and recommends to the Clinical/CBT Coordinator evidence-based program materials for consideration for use in the classroom and reviews and updates forms utilized and develops new materials as directed.
- Responsible for making swift, rational, and informed decisions with potentially violent individuals in challenging situations and taking authoritative action applying appropriate discretion and common sense to ensure safe and expedient resolutions for staff and participants.
- Trains all new Program Facilitators in the delivery of adopted CBT curricula and guides staff in the implementation of new CBT curricula.
- Facilitates the placement of all referred and internal participants in appropriate programs and completes necessary paperwork to ensure participants understand program goals, requirements, and objectives.
- Works cooperatively with the Programs Section Chief and Mental Health Section Chief to research new evidence-based programs and/or information to update and improve current programs in use and assists in the development of policies and procedures for each program.
- Facilitates at least one class regularly, provides coverage for Program Facilitators as necessary and is certified in all Clinical/CBT Division curricula.
- Attends regular Clinical/CBT Division staff meetings and schedules regular in-house evidence-based training at staff meetings on relevant topics.
- Maintains control of learning environment to ensure the safety of staff and participants.
- Must be able to work during hours most conducive to target population, which includes Monday through Friday, some nights, and Saturdays, as scheduled.
- Performs all other duties as assigned, including overtime as required.
- Uses principles of evidence-based practices as a guide in interactions with program participants and in the development of department programs.
- Must model Pro-Social behavior at times and in all places.
REQUIREMENTS:
- Bachelor’s Degree in Criminal Justice, Psychology, Social Work, Education or related field and three years’ experience in legal terminology, court processes and/or adult teaching
- Knowledge of various theoretical approaches to adult education including cognitive, behavioral, and cognitive motivational theories
- Ability to train facilitators in CBT and other evidence-based practices.
- Knowledge of CBT curricula and evidence-based practice
- Knowledge of adult learning strategies
- Knowledge of criminal justice system operations
- Strong leadership and teaching skills
- Ability to be certified in Indiana Risk Assessment System (IRAS) Instrument Training/Application
- Ability to be certified in Motivational Interviewing Network of Trainers (MINT)
- Ability to be certified as a trainer in various CBT curricula
- The agency subscribes to the National Institute of Corrections’ Eight Principles of Effective Intervention (EBP), must be able to complete required Correctional EBP training programs and demonstrate competencies that focus on empirical recidivism risk reduction strategies
- Working knowledge of Cognitive Behavioral and Social Learning Theory
- Strong computer skills and the ability to use Microsoft Office and other job-related software
- Strong written and verbal communication skills
- Ability to use overhead projectors, DVD players, teleconferencing equipment, and other technological equipment
- Knowledge of evidence-based principles and practices.
DIFFICULTY OF WORK:
The Senior Programs Facilitator / Trainer performs work involving many variables when preparing facilitators to deliver CBT curricula with integrity and handle participant situations that arise in class. Judgement is needed when making programming decisions and implementing them consistently in all Allen County Community Corrections (ACCC) facilities and classrooms.
RESPONSIBILITY:
The Senior Facilitator / Trainer is responsible for researching and recommending new CBT curriculum; work is reviewed for adherence to evidence-based principles, soundness of judgement and purpose to meet the unique needs of program participants and desired results for assigned projects.
PERSONAL WORK RELATIONSHIPS:
The Senior Program Facilitator / Trainer maintains frequent contact with probation departments, parole, court staff, prosecutor’s office personnel, other county employees, program participants, and other social service agencies regarding evidence-based cognitive behavioral therapy programs.
WORKING CONDITIONS:
The Senior Programs Facilitator / Trainer works in office and classroom environments with frequent contact with potentially dangerous, violent, and abusive program offenders convicted of various misdemeanor and felony offenses on a daily basis with the ability to move around freely, but frequently sitting, requiring some bending, kneeling, lifting up to forty pounds, reaching over head and pushing and/or pulling loads. Very frequent typing including proofreading and attention to detail, monitoring equipment and detailed inspection is required.
SUPERVISION:
The Senior Programs Facilitator / Trainer is responsible for the direct supervision of new facilitators in training and providing guidance in evidence-based practices up to seven (7) non-supervisory Programs Facilitator employees in a minimum of two separate facilities.
LICENSING:
Ability to be certified in Motivational Interviewing Network of Trainers (MINT)
Ability to be certified in Indiana Risk Assessment System (IRAS) Instrument Training/Application
Ability to be certified as a Thinking for a Change (T4C) facilitator trainer
Ability to be certified as a Moral Reconation Therapy facilitator
Ability to be certified as a Reasoning & Rehabilitation (R&R2) facilitator trainer

HOURS:
Hours vary; 40 hours/week as assigned; some evening and weekends; overtime as required.
