Job Summary / General Purpose of Job
Functions as the primary IT business partner for the Commission on Immigration (COI) and all leadership at each of the Commission’s divisions and satellite offices. Responsible for ensuring that core COI business processes are supported by appropriate enterprise software systems and that these systems and processes are fully integrated in support of efficient and effective daily operations.
Essential Job Functions and Responsibilities (listed in order of importance and/or time spent)
- Works with leadership across COI to identify systems and process improvement opportunities. Responsible for prioritizing opportunities, seeking all requisite approvals (budget, resources) from both COI and IT leadership, and developing the implementation plan for approved initiatives.
- Develops, maintains, and documents a detailed understanding of all COI departments and locations, work processes, and procedures. Partners with staff to understand business objectives and deliver solutions that will maximize the benefits of the implemented technology.
- Plans and conducts software system selection and implementation projects.
- Conducts ongoing benchmarking/external assessment of applicable business practices and technologies.
- Works with system users during implementation and on an ongoing basis to ensure systems are fully understood and utilized by users, ensures adequate user procedures documentation is developed, and ensures adequate user training is conducted.
- Assists with vendor management and plans/executes system upgrades.
- Works with business partners to complete IT procurement processes.
- Conducts regular assessments and stakeholder analyses; makes recommendations for process improvements.
- Prepares and presents summaries and next steps for meetings focused on key decisions and strategic planning.
- Prepares formal proposals for technological improvements in support of the business roadmap.
- Performs other related duties as required.
Required Education, Qualifications, Experience
- Possession of a bachelor's degree from an accredited college or university with a concentration in a related field, or equivalent experience; minimum of 5 years’ experience in comparable role.
- Minimum of 8 years’ experience directly related to essential functions of the role: business relationship management, business analysis, project management, and information technology.
- 3-5 years working with legal case management (e.g., LegalServer) and customer relationship management systems (e.g., Salesforce).
- Excellent communication skills, both written and verbal, with ability to effectively communicate technical content to a general audience.
- Prior experience working to develop budgets and contracts; including knowledge of procurement processes for technology equipment/software and ability to oversee procurement.
- Project management experience, particularly for technology implementation projects, including the ability to develop project plans, manage resources, assess and manage risks, and track and communicate progress.
- Demonstrated ability to manage end-to-end project delivery with adherence to project scope, objectives, and quality standards.
- Familiarity with RFI/RFP processes, including experience authoring and serving as primary point of contact for a software RFP.
Preferred Education, Qualifications, Experience
- Project management certification.
- Scrum Master certification or experience with the Scaled Agile Framework (SAFe).

Travel
- As a normal course of business, the role may include travel twice a quarter to Harlingen, Houston, San Diego, Chicago, or Washington, D.C.

The Salary
The starting hiring range for this position is $101,040.00 - $124,195.00 based on relevant experience and education.
