- General Description: Reporting to the Senior Director of Health Equity Initiatives at Thundermist Health Center, the CIT Project Director is the Statewide CIT Coordinator for Rhode Island and is directly responsible for the implementation of the Crisis Intervention Teams program across Rhode Island. This position directly implements the 5 CORE elements of the CIT International Model to fidelity. The Statewide Coordinator develops and implements 4 regional CIT steering committees, 1 statewide CIT steering committee, statewide CIT Law Enforcement 40-hour Academies, as required for fidelity to CITI standards. CIT Statewide Coordinator develops/plans and implements program enhancements including Behavioral Health training in co-response, Coordinator Training, and Advocate training. Recruits and trains CIT Academy instructors from Advocacy community, behavioral health providers, consumers, CIT International, and law enforcement. The CIT Statewide Coordinator is responsible for implementing the statewide and regional programs, and provides technical assistance and direct implementation guidance to municipal police departments, EMS/Fire, behavioral health, and local leaders who are implementing CIT in their community. The CIT Statewide Coordinator hires, trains and supervises a CIT coordinator team working in each of the 4 regions in Rhode Island, a program assistant/training coordinator, and a statewide advocacy coordinator. They work with the Senior Director of HEI who supervises the behavioral health coordinator to integrate the BH Coordinator’s deliverables in relation to the statewide plan and funding contracts. CIT Statewide Coordinator, working under the direction of the Senior Director, is responsible for grant management, reporting, and budgeting working in close coordination with Development and Finance departments. This position is 80% program implementation and 20% supervision and grant management.
- Required Qualifications:
- Bachelor’s degree in related field or equivalent experience required, Master’s degree or equivalent preferred.
- Minimum of 3 years’ experience in community health programs or policy initiatives
- Project Management Certification (PMP) within 1 year of hire (CIT grants will pay for costs related to training and certification).
- Commitment to social justice, diversity and inclusion, and anti-oppression perspectives and practices
- The ability to evoke confidence and maintain effective relationships with a range of stakeholders, including senior leadership, state administration, policy leaders across RI
- Ability to think critically and solve problems
- Ability to work independently
- Strong organization and the ability to manage multiple projects simultaneously
- Provide own reliable transportation with proof of RI minimum requirements of auto insurance
- Preferred Qualifications:
- Bi-lingual/bi-cultural candidates (Spanish/English) and/or part of one of the communities preferred
- Lived experience related to intersection of mental health and justice and other governmental systems strongly preferred
- Primary Job Responsibilities & Duties:
- Responsible for implementation and expansion of Crisis Intervention Team (CIT) in police departments across all municipalities opting in to the model in Rhode Island and development of 1 Statewide and 4 Regional CIT programs to meet grant deliverables.
- Hires, trains, supervises CIT staff. (6 hours of supervision weekly – 6.0 FTE @ 1 hr supervision weekly per staff)
- Develop and implement CIT Training for all levels of Law Enforcement including but not limited to:

- Basic CIT 40 hour academy
- CIT-Telecommunications
- Advanced CIT
- In-Service, Conferences and refresher classes
- CIT Coordinators Course

- Develop training and implementation plans to incorporate mental health providers, family members, consumer’s, law enforcement, and advocacy in regional and statewide CIT programs.
- Represent CIT-RI in national, regional, and State CIT Coalitions.
- Work with Senior Director and external evaluation partners to develop a robust evaluation plan for CIT programming, with an outcomes driven focus. Note: Evaluation and Research are CORE Elements of CITI standards and are required for program implementation with fidelity.
- Work with NAMI-RI and advocates to develop and implement a plan for CIT that includes co-creation with people with lived experience.
- Manage both federal and state funding appropriations to sustain CIT-RI through at least 2026. (Grant and budget management and oversight @ 2 hours per week).
- Other Job Duties:
- Develop and maintain a wide variety of instructors to meet the needs of the CIT Program.
- Work directly with regional coordinators, NAMI-RI, statewide CIT BH Coordinator, and other subject matter experts to revise and further develop the CIT training curriculum to meet the needs and demands of the community, mental health and law enforcement agencies involved in the CIT program.
- Maintain relationship with NAMI-RI Advocate for all CIT-related activities.
- Identify and recruit a variety of facilitators to lead CIT academies.
- Assist in the preparation and dissemination of all training announcements, schedules, class materials, as needed.
- Collect evaluation results from each CIT academy and work with academic and other evaluation partners for evaluation.
- Maintain accurate tracking system of all statewide CIT certified personnel by class and by agency.
- Track CIT certifications and notify those certified when their certifications expire.
- Offer CIT refresher courses to certified CIT personnel to maintain their certification.
- Assist in the recruitment of additional law enforcement agencies for CIT training.
- Provide technical assistance to police departments related to the CIT Program on subjects to include, but not limited to: policies and procedures, co-responder models, dispatch workflows.
- Educate community organizations and the public on CIT Program by developing and conducting presentations in the community and for partners statewide.
- Develop and conduct presentations for local and national events/conferences, as opportunities arise.
- Public awareness and advocacy with elected officials and represent statewide CIT programming at municipal, regional, and state level, with approval from senior management.
- Serve as liaison to Law Enforcement to assist police agencies, mental health receiving facilities, and vulnerable populations regarding mental health community resources.
- Attended CIT International conference annually.
- Attend CIT International’s “Train the Trainer” course in Salt Lake City UT.
- Attend local HEZ and Prevention Coalition meetings representing CIT-RI.
- Acquire and maintain statewide and regional program certification from CIT International.
- Develop and distribute a regular CIT newsletter to share with CIT officers and CIT partners.
- Seek and pursue state and federal funding opportunities, with approval from senior management.
- Maintain current grant funding with timely reporting.
- Represent CIT-RI with statewide partners including BHDDH, RIDOH, DOA, with approval from senior management.
